Ruffle Sleeve Blouse

Dramatic tie neck blouse by Yves Saint Laurent with ruffle sleeves. Elastic garters at upper arm created a tiered sleeve. Beautiful floral silk charmeuse damask with button front placket and extra long neck tie. Teal.
